Break the seal
Open the envelope and check what's inside — the mission passport, the agent ID, the boarding pass, the keyring.

Pick a district
There is no set order. Open the passport at whichever of the fifteen districts you happen to be near, and read the directive on that page.

Work the ground
Three assignments per district — something to find, something to eat, something to notice. Tick them off in the passport as you go, and write up the day when you're done.

Seal the page
A clear sticker closes the seal ring, dated with the hour you finished. When the trip ends, the QR on the last page files your report with headquarters.
